This SMS means that your card is ready to be received from the Halkbank branch assigned for you.
The SMS you received also includes the address of the relevant Halkbank branch office. Only the main applicant to ESSN may receive the KIZILAYKART. When you go to collect your card, do not forget to take your ID card containing the ID number starting with 9 with you. You will be asked to sign a consent form to provide Türk Kızılay and partners with the consent to access the account, closing the account or clear the balance in the account. After signing the consent form, you will receive;
- Your KIZILAYKART,
- Your PIN (password),
- The informative brochure on how to use your card.
When you collect your card, your assistance may not have been loaded yet and this is normal. Assistance is uploaded at the end of every month and you will receive an SMS to tell you when the assistance is available each month.
As per banking regulations, KIZILAYKART must be received by the main applicant from the Halkbank branch, the information of which is shared via SMS, with the ID card containing the ID number starting with 9. For more detailed information, please call the toll-free 168 Kızılay Call Centre.
The KIZILAYKART can be used at any ATM to withdraw cash and in POS (point of sale devices) to purchase goods. While the use of Halkbank, Ziraat Bank and VakıfBank ATM is free of charge, other banks may deduct fees for ATM use.
(While Halkbank ATMs have an Arabic screen display option, VakıfBank and Ziraat Bank ATMs only provide service in Turkish and KIZILAYKART balance checks cannot be made.)
REMEMBER: If you do not receive your KIZILAYKART from the relevant Halkbank branch for 3 months and/or do not use the cash assistance your KIZILAYKART for 6 months, your assistance will be withdrawn by the system and will become inaccessible.

Amounts less than TRY 50 in your KIZILAYKART account cannot be withdrawn from ATMs. You can only use balances below TRY 50 for shopping via POS machines.

Apart from Halkbank, you can also use Ziraat Bank and Vakıf Bank ATMs for your money withdrawal transactions free of charge.
The assistance will be available on your KIZILAYKART on the last day of the month. Every month, you will receive an SMS informing you when your assistance is available. Where there is a delay in the upload, you will also receive an SMS to inform you of this. Please note that you must use the monthly assistance deposited on your KIZILAYKART within 3 months, otherwise the assistance will be withdrawn and transferred back to the Project and will not be accessible by you.
If you think you received the wrong amount of assistance uploaded on your card, or think that someone else has used your card, please call the toll-free 168 Kızılay Call Centre.
If your name is not on the distribution list, please make sure you go to the Halkbank Branch stated in your SMS. If you are at the right branch, please call the toll-free 168 Kızılay Call Centre for assistance.
Service is provided in Turkish and Arabic at all Halkbank ATMs across the country. For other languages, you can call the toll-free 168 Kızılay Call Centre and our operators will assist you in Turkish, Arabic, Farsi, Pashto, and English.
There is an expiry date on the cards. The expiration date on your KIZILAYKART has been automatically extended by the bank. If there is any development regarding the card usage period, this information will be communicated to the beneficiaries through the ESSN Project communication channels. Even if your card usage date is valid, it does not mean your assistance will go on until the cards's expiry date. You will receive an SMS if your assistance is stopped. Until then, you can continue to use your card.
Please call the toll-free 168 Kızılay Call Centre for any of these issues. The Kızılay Call Centre will verify your information and may put you through to the Halkbank Call Centre if ssary. Both Call Centres provide a service in multiple languages. Your old card will no longer be valid if you report it as missing or broken. Your account will not be cancelled in such cases, you will just be issued with a new card.
KIZILAYKART PIN form (Card and Password Delivery Commitment Document) is a mandatory form to be signed by all cardholders within the scope of the Project for Türk Kızılay to access their bank accounts. The bank will ask you to sign the Card and Password Delivery Commitment Document during the card delivery. The consent form, on the other hand, is a form that is signed separately by the applicants during the application at the Social Assistance and Solidarity Foundation (SASF) or Türk Kızılay Service Centre. The consent form contains the data sharing consent with all relevant institutions/organizations, including bank processes, within the scope of PDPL*. (Türk Kızılay is required to access the accounts to share with the Project partners to deposit money on your account, block or cancel the account. After the consent form is signed, Halkbank will open a bank account for the cardholder and associate the cardholder information in the payment list with the card.)

Your KIZILAYKART will be activated after the card and PIN delivery process. To start using your card for the first time, you need to enter the PIN given to you in the envelope. As soon as you access your account, change your PIN with a new one. Make sure this new 4 digit number is not composed of consecutive numbers (for example; 1234) or the same number. You will use your PIN at ATMs for withdrawals and on POS machines for shopping in Türkiye. Make sure no one sees your PIN either at ATMs or POS machines.
Yes, there are various restrictions that the system applies in banking transactions:
• Internet and mail order purchases are not allowed.
• The card cannot be used outside of Türkiye in ATMs and POS devices.
• The card cannot be used to purchase tobacco and alcohol products.
• The beneficiaries may access the balance in the card only by using their PIN numbers; they may learn their account balances by calling the toll-free 168 Kızılay Call Centre, and complete the necessary confirmation steps when they are connected to Halkbank Call Centre.
• There is no possibility to use credit or open credit on the card and account, and the account balance can never go below 0 TRY.
• EFT, money transfers and deposits cannot be made on the account, except for withdrawals and shopping with a POS device.
You need to go to the bank branch where you picked up your card in order to solve any PIN issues.
You can withdraw your assistance from any Halkbank, Ziraat Bank, VakıfBank ATM within Türkiye free of charge. Other bank ATMs may charge fees. Please remember that you should get necessary permissions from Provincial Migration Management where your place of residence to move to other cities.
In case of a broken or not functioning ATM, please go to another Halkbank branch to use the ATM, or return the next day.
With your KIZILAYKART, you can withdraw cash without paying any commission at VakıfBank and Ziraat Bank ATMs, as well as all Halkbank ATMs in Turkey.
Balance inquiries and password transactions can only be made from Halkbank ATMs.
Please do not share your password with anyone for your account security when you are shopping through POS machines in all stores and markets in Türkiye. Issues to be considered when using POS machine;
1- Please give your KIZILAYKART to the cashier or place it in the POS machine.
2- Once the cashier enters shopping amount, make sure that the shopping amount is correct and enter your password.
3- The amount entered by the cashier will be withdrawn from your card after you enter your password.
4- Do not forget to take the slip indicating the withdrawn amount and your card after shopping.
5- Please keep your shopping receipt, incase of any risk of fraud and erroneous payments.
Households which were initially assessed as eligible for the C-ESSN, then in time became ineligible will use their existing KIZILAYKART if they are accepted to the project once again. Therefore, please save your existing KIZILAYKART. If you have lost your card or it is broken or stolen, please call the toll-free 168 Kızılay Call Centre for further assistance. The call centre operator will verify your information and may put you through to the Halkbank Call Centre if necessary.
Households that have previously benefited from the ESSN Project and are currently eligible for the C-ESSN Project will continue to use their KIZILAYKART unless there is a change of head of household (main applicant). However, in case of a change of household head, they will need to get a new card from the relevant branch notified via SMS. Beneficiaries whose KIZILAYKART is lost, damaged or destroyed can report the situation by calling toll free 168 Kızılay Call Centre. 168 operator will verify your information and transfer you to Halkbank Call Centre if deemed necessary.
