The Complementary Emergency Social Safety Net (C-ESSN) Project is a cash assistance project funded by the European Union (EU), that aims to "support the meeting of the basic need" of individuals without social security, who remain in the “Most Vulnerable” situation as they cannot be referred to livelihoods, and reside in Türkiye under Temporary Protection, International Protection, International Protection Applicant Status or Humanitarian Residence Permit.
The assistance provided within the scope of the C-ESSN Project is delivered to the beneficiaries through KIZILAYKART, in cooperation with the Ministry of Family and Social Services and Türk Kızılay following an assessment of the situation of beneficiaries.
It is not possible to benefit from the ESSN Project and the C-ESSN Project at the same time. The applicants who are determined as being eligible for cash-based assistance according to the demographic criteria are assessed as ESSN or C-ESSN beneficiary by the system.

The Presidency of Migration Management (PMM) and the General Directorate of Population and Citizenship Affairs (DGPC) also provide support within the scope of the Project.
The project aims to support individuals with Temporary Protection, International Protection, International Protection Applicant and Humanitarian Residence Permit status in Türkiye (according to the Law on Foreigners and International Protection No. 6458 dated 04/04/2014) or individuals who are already benefiting from the ESSN Project but who meet the vulnerability criteria of the C-ESSN Project due to changes in the demographic structure of the household.
The information provided during the application process is recorded in the Integrated Social Assistance Information System (ISAIS), which manages various social assistance activities in Türkiye, including the assessment of applications for individuals in need and the determination of eligibility. ISAIS is a fully electronic system that evaluates your official employment status, household composition, and the number and demographics of household members (their age and gender), all in line with the Project's criteria. Based on this verification assessment, households that meet the criteria for cash-based assistance are identified as beneficiaries.
Temporary Protection is a form of protection granted under the "Foreigners and International Protection Law" No. 6458 of the Republic of Türkiye. It encompasses individuals who have been compelled to leave Syria, arriving in Türkiye either individually or in groups, and who are unable to return to Syria or cross the borders of Türkiye, and whose protection applications are not assessed on an individual basis. Upon registration at the Provincial Directorate of Migration Management (PDMM) in the province where they reside, they are granted Temporary Protection Status and issued an identity card that begins with the number 9.
International Protection Status is defined in the "Foreigners and International Protection Law" No. 6458 and covers those who have the following documents:
- Refugee Document,
- Conditional Refugee Document,
- Secondary Protection Document,
- International Protection Status Application Document.
Within the scope of the C-ESSN Project, each household member who meets the criteria and is eligible receives a monthly assistance of 700 TRY. This financial assistance is funded by the European Union (EU) and provided to households through the KIZILAYKART. Beneficiaries can access the assistance in the C-ESSN account within the KIZILAYKART through ATMs or utilize them for product purchases through (POS) devices.
As long as the EU continues to provide funding for the Project, eligible beneficiaries who meet the Project's criteria will continue to receive cash assistance. In the event that the Project concludes, beneficiaries will receive the requisite information and guidance.
The C-ESSN Project is funded by the European Union (EU) as part of the Financial Assistance Program for Refugees in Türkiye (FRIT). Consequently, these financial resources allocated by the EU are designated exclusively for assisting individuals in Türkiye who are in need, live under Temporary Protection, International Protection, International Protection Applicant Status or Humanitarian Residence Permit and meet the Project's criteria to support meeting of their basic needs.
However, both public institutions and non-governmental organizations, especially Türk Kızılay, have many assistance applications aimed at supporting Turkish citizen in need.
Receiving support from other organisations during your application to the C-ESSN Project will not impact the assessment of your eligibility based on the Project criteria. However, household visits are conducted to verify the accuracy of the information provided in your application. These household verification visits include an evaluation of your household's needs, and any long-term assistance received from other organisations may be considered when determining your continued eligibility for assistance.
