To apply for the ESSN Project, please follow and complete the steps outlined below:
• All your family members must be registered at Provincial Directorate of Migration Management (PDMM), have an ID card containing the ID number starting with 9, and all family members must be registered under the same family number.
• If your address and household information (number of people in the household address information etc) is not up-to-date, it should be registered at Provincial Directorate of Migration Management or Population Directorates.
• If there is a disabled individual in the household, a “Disability Health Board Report” must be obtained from the authorized state hospital. To obtain the relevant report, you can access the addresses of authorized health institutions across the country that you can apply to by clicking this link.
• An application form for each individual in the household must be obtained from the Social Assistance and Solidarity Foundation or the Türk Kızılay Service Center in the province/district where the household is registered.
• The application form must be filled for all family members and the form must be signed by all family members over the age of 18.
• You must take the completed application forms and IDs (obtained from PDMM) of all family members to the Social Assistance and Solidarity Foundation (SASF) or Türk Kızılay Service Centres at your district and submit your application.
To apply for the ESSN Project, you must meet the following requirements:
• To be living in Türkiye, under Temporary Protection / International Protection / International Protection Applicant Status or Humanitarian Residence Permit (according to the Law on Foreigners and International Protection No. 6458 dated 04.04.2014)
• To have a valid identity card starting with 9 obtained from the Provincial Directorate of Migration Management (PDMM) (If you do not have an ID card containing the ID number starting with 9, you can apply to the Provincial Directorate of Migration Management at the province where you reside).
• To reside in outside the camps.
• To register your address in the Provincial Directorate of Migration Management or Population Directorates where you live.
• The primary applicant, who will apply on behalf of the household, to be 18 years old or over.
You can register your address in the Provincial Directorate of Migration Management (PDMM) or Population Directorates where you live. You are not required to obtain any particular documents from the relavant institutions during the ESSN application process. In order to apply for the ESSN Project, your address must be registered by the Population Directorate. For detailed information, you can inquiry at the Provincial Directorate of Migration Management in your residing area or call toll-free YİMER 157 Call Center.
The ESSN application forms are free of charge. You can access the forms from the official website of KIZILAYKART (https://kizilaykart.org/suy/en/basvuru3.html), at the Türk Kızılay Service Centers and Social Assistance and Solidarity Foundations (SASFs). If you do not know where the nearest Türk Kızılay Service Center or SASF office is, you can find the address by calling the toll-free 168 Kızılay Call Center or by clicking this link
The following parts of the application form are compulsory to complete: "Basic Information" and "Consent Section"; and also the application questions 1, 2, 3, 5, 6, 6.1, 10, 11, 12, 14, 14.1, 16, 31, 32, 32.1, 34, 35, 36 and 38 (19 questions). The ESSN Project application form can be submitted at the Türk Kızılay Service Centers and Social Assistance and Solidarity Foundations (SASFs). If you do not know the address of Türk Kızılay Service Center or SASF office nearest to you, please call the toll free 168 Kızılay Call Center or click this link.
To apply at the Türk Kızılay Service Center or the Social Assistance and Solidarity Foundation (SASF), you need to follow these steps:
• You must submit the completed application form including the information of all household members.
• All family members on the application must be registered under the same household ID number.
• The first page of the application form must be signed by all household members aged 18 and above.
• You must have a valid ID card containing the ID number starting with 9 obtained from the Provincial General Directorate of Migration Management (PDMM).
Everyone on your application must be registered under the same family number. If some of your household members are registered under different family numbers, then you should visit the nearest Provincial Directorate of Migration Management office to have this corrected before applying to the Project.
Within the scope of the ESSN Project, the concept of "Family" is defined under the condition that they reside at the same address and meet the following:
- mother and/or father,
- unmarried children of parents,
- grandmother and grandfather,
- other unmarried household members.
All family members included in the application form must be registered under the same family number obtained from the related PDMM.
Within the scope of the ESSN Project, monthly cash assistance is extended to each individual within beneficiary households residing at the same address and meeting the eligibility and payment criteria. If an individual residing alone meets the eligibility criteria, they can participate in the ESSN Project as a single-person household. Households accepted into the project receive a KIZILAYKART and the total monthly cash assistance for eligible household members who meet the eligibility and payment criteria is uploaded to this card.
You will be notified via SMS of your eligibility for the ESSN Project within 5 to 12 weeks starting from the date of application. If you change your phone number, please make sure to update your contact information at the Social Assistance and Solidarity Foundation or Türk Kızılay Service Center where you submitted your application as soon as possible, otherwise, we will not be able to contact you regarding your application result.
You should receive an SMS about the status of your application within 5 to 12 weeks following your application. If you do not receive an SMS after 12 weeks, please call the toll-free 168 Kızılay Call Center to get information about the status of your application.
Any information provided by the applicants during the ESSN Project application is subject to strict confidentiality rules and Data Protection Laws of the Turkish Government (Law on Social Assistance and Solidarity No.3294 and Law on Data Sharing No.6698). Your information is not shared with any person or institution other than the participating organizations of the Project.
You can learn about the detailed reasons for your ineligibility from the toll-free 168 Kızılay Call Center or the Social Assistance and Solidarity Foundation (SASF) in your district. If you are not eligible due to not meeting the eligibility criteria but your and household situation changes in the future to meet the criteria, then you can reapply. However, if nothing has changed in your household structure then the outcome of your application will be the same.
The information you submit with your application is uploaded into the "Integrated Social Assistance Information System" (ISAIS), which is the platform responsible for managing social assistance activities, encompassing the receipt of applications from individuals in need and the evaluation of their eligibility. ISAIS is a fully digital system that reviews your official employment status, household composition, the number of individuals in your household, their ages, and genders with the criteria of the ESSN Project. Following this analysis, households requiring cash-based assistance are identified as beneficiaries.
The cash support provided under the ESSN Project will continue as long as the funds of the European Union continue.
In addition, the eligibility status of Project beneficiaries is automatically evaluated every month by the "Integrated Social Assistance Information System", where activities related to social assistance are carried out, including receiving social assistance applications from people in need in Türkiye and making decisions about neediness. As a result of this evaluation, your assistance within the scope of the ESSN Project may be terminated for the following reasons and an SMS will be sent to you regarding your current status:
• If the main applicant's* identity card becomes invalid,
• If the main applicant has obtained Turkish citizenship,
• If a member of the family has SSI registration (Social Security/health or work insurance),
• If the main applicant has passed away,
• If the main applicant has moved to another province or district,
• If the main applicant has voluntarily waived the assistance,
• If the structure of the household no longer meets the project criteria,
• If it is determined that the household has high value assets or is not in need of assistance.
*Main applicant: The individual who applies on behalf of the entire household to access project benefits and is the recipient of information concerning the process through the phone number provided during the application.
"Main applicant" is the person who submits the application on behalf of the entire household to access the projects and to whom information about the process is sent via the phone number declared during the application. The main applicant must be an adult over the age of 18.
Your household's cash assistance through the ESSN Project might reduced under the following circumstances:
• If the identity card of a family member is invalid,
• If one of the family members has obtained Turkish citizenship,
• If one of your family members has passed away,
• If a family member has left the household with a legal marriage or has gone abroad.
• Modifications in the Project’s calculation methods for the household’s working-age (18-59) male individuals.
If you do not use the assistance amount in your KIZILAYKART's ESSN account for 6 months, the entire deposited cash assistance will be withdrawn by the Project and cannot be accessed. For this reason, you must withdraw the ESSN assistance in your account from the ATM within 6 months or use it for your purchases via POS devices.
You must receive your KIZILAYKART from the relevant Halkbank branch within 3 months after you receive the eligibility SMS sent to your phone stating that you have been accepted to the ESSN Project and the assistance amount is transferred to your account. Otherwise, the assistance amounts deposited into your account will be withdrawn by the Project and cannot be accessed.
Whenever there is a new person in your family composition, if this person has one of the Temporary Protection/ International Protection / International Protection Application or Humanitarian Residence Permit statuses, the following procedures must be carried out first:
• Visit the Provincial Directorate of Migration Management (PDMM) where you reside to register the new person obtain an ID card containing the ID number starting with 9 for the new household member. Then, go to the PDMM or Population Directorates and register your address.
• After you obtain your ID card containing the ID number starting with 9, you need to go to the Social Assistance and Solidarity Foundation (SASF) and Türk Kızılay Service Center to include these changes in your household.
• Your household will be reassessed for eligibility for the ESSN Project, along with the newly added person. If your household is found eligible for the Project as a result of the evaluation made by the system, it will take up to 5 to 12 weeks for this change to take effect. This update will affect the assistance amount for your household accordingly.

If you feel that your household has been assessed unfairly, please call the toll-free 168 Kızılay Call Center to make a complaint.
If one or more people at your address are included in the Project applications as a different household and are found eligible for the ESSN Project in these applications; the person is entitled to receive assistance in line with the demographic characteristics of his/her new household. If the household that has previously applied and is benefiting from assistance still meets the eligibility criteria, it will continue to receive assistance within the scope of the new number of people in the household. If you do not notify address change, the assistance you receive from the ESSN Project may be terminated. To continue to receive your cash assistance, you need to follow below steps if you change your address:
Same District:
1- If you move within the same district (in same apartment, village or neighbourhood) you should update your address at the Population Directorates or Provincial Directorate of Migration Management (PDMM).
2- You should inform Social Assistance and Solidarity Foundations (SASF) and Türk Kızılay Service Center about your address change after you updated your address.
Different District:
1- If you move to a different district, you should update your address at the Population Directorates or PDMM.
2- You should inform SASF or Türk Kızılay Service Center about your new address change.
Different Province:
1- You must obtain the permission required to move to another city (before moving) from the PDMM in your city.
2-Then, go to the PDMM in the city where you moved with your ID card containing the ID number starting with 9.
3- Update your identity card with the identity approved by the provincial directorate of the province you are moving.
4- You have to register your new address in the Population Directorates or the PDMM where you moved.
5- To re-apply to the Projects you benefited (ESSN, C-ESSN and CCTE) after you get all your permissions, you should re-apply to the SASF in your new district or to the Türk Kızılay Service Center, if any.
Important Note: If you are not available at your registered address on household visits, your assistance will be stopped. Please make sure your phone number is up-to-date so that we can contact you. If you have any questions about the Project, you can call toll-free 168 Kızılay Call Center.
You need to go Türk Kızılay Service Center or Social Assistance and Solidarity Foundation (SASF) you were registered to update your telephone number. Telephone numbers are not updated through the 168 Kızılay Call Center or on the website.
