Food assistance is provided for the individuals in need who live in temporary accommodation centers in Türkiye through KIZILAYKART. The assistance provided through this card is brought into use by United Nations World Food Programme (UN WFP) so that programme beneficiaries can access sufficient food.
KIZILAYKART is a debit card with electronic chip.
The assistance provided within the programme must only be used in contracted markets to buy food and non-food essential products.
With the TRY 425 uploaded to your KIZILAYKART every month, you can buy food items with TRY 340 and food and non-food essential items (such as cleaning supplies) with TRY 85.
Anyone with an identification number starting with 9 and residing in Temporary Accommodation Centers (GBM) is eligible to benefit from the In-Camp Food Assistance Programme.
For each family living in Temporary Accommodation Centers, it is mandatory for the Presidency of Migration Management to assign a head of household who is at least 18 years old. However, if the head of household is aged 16-17, they must be married or divorced. Additionally, the head of household must not be benefiting from the Social Safety Net (SSN) Programme for Foreigners.
At least TRY 340 of the assistance amount should be used for food. Food or non-food necessities can be purchased with the remaining TRY 85. KIZILAYKART can only be used on Halkbank POS devices in contracted markets.
The assistance amount is uploaded to KIZILAYKART on the 30th of each month.
The remaining amount in your account will be swept back between the 28th of the next month and not be transferred to the next month for use. You will be notified by SMS 2 to 4 days before the sweep-back process.

There is no obligation to spend the assistance amount at once. However, since any unused assistance is swept back between the 28th of each month following the month of upload, the assistance amount must be spent by the 27th. Therefore, a reminder is sent via SMS and announcements is made within the camp 2 to 4 days before the sweep-back date, encouraging beneficiaries to utilize the remaining balance on their cards.

You should go to the Temporary Accommodation Center administration to register the new member of your household, as the assistance is per person and will change the amount of monthly assistance you receive.
For those who enter to the temporary temporary accommodation centres for the first time or renew their cards, an SMS is sent to the beneficiaries including the bank branch address. Beneficiaries who receive this SMS need to collect their cards from the specified Halkbank branch mentioned in the SMS. Afterward, these individuals should pay attention to the following:
1- Have their IDs starting with 9 with them,
2- The head of the household assigned by the Provincial Directorate of Migration should go to collect the card,
3- Sign the Card and PIN Delivery Confirmation Form (The Card and PIN Delivery Confirmation Form that needs to be signed by the cardholder is provided by Halkbank staff. It is recommended that a literate member of the household completes the registration.)
4- Present the beneficiaries' documents to the bank personnel at Halkbank branches
The process will be coordinated by Türk Kızılay staff. Beneficiaries can report issues and seek assistance during the card delivery process by contacting Türk Kızılay personnel.
You can find your card balance by calling our toll-free 168 Kızılay Call Center. 168 Kızılay Call Center will transfer you to the toll-free Halkbank call center. You can also check your balance on Halkbank ATMs outside the camp.
You can change the password of your KIZILAYKART at Halkbank ATMs, at the relevant Halkbank branch or at the Türk Kızılay office in the Temporary Accommodation Centre.
Your card will be blocked if you forget your password and enter wrong password 4 times. If you forget your password or your card is blocked because of entering wrong password, you must go the Halkbank branch and report the sitution to the bank officer. You can also go to the Türk Kızılay office in the Temporary Accommodation Centre to create your new password.
You can use Halkbank ATMs to check your card balance and change your password. The KIZILAYKART, which is provided for the beneficiaries living in Temporary Accommodation Centers, can only be used in POS devices in contracted markets. Cash withdrawal cannot be done with this card.

You can reach the 168 Kızılay Call Center that provides services in Turkish, English, Arabic, Farsi and Pashto between 08:0 -18.00 in week days, 09:00 – 13:00 on Saturdays.
You can register a complaint through 168 Kızılay Call Centre, the Turkish Red Crescent Office in the camp and the camp management. If your complaint is on a sensitive subject, it will be treated with discretion. The details of your complaint will not be shared with parties other than the relevant units to follow up on the issue. Your personal details will not be shared with anyone without your permission. If you would like to make an anonymous complaint, we will not be able to follow up on your complaint or provide you with feedback without your contact details. You can be assured that complaints will not affect your assistance.
The assistance provided through KIZILAYKART under the In-Camp Food Assistance Programme is based on need. Monthly assistance is uploaded to the KIZILAYKARTs of program beneficiaries regularly as long as they are eligible for the program.
All processes related to the program, such as registration, ID card renewal/issuance at Provincial Directorate of Migration and District Population Directorates, and updating contact information for Temporary Accomodation Centers, are free of charge. No payment is required for these processes.
